    SET Field Test - An open call for 5 European cities to field test CitizenCity SET Social Engagement Toolkit

    5 European cities to field test CitizenCity SET in early 2018. 

    CitizenCity has been active in the last 24 months with many interventions around Europe in many sectors. These activities include design workshops this year in London and Milan, with support from Sharing Cities. We now have a clear purpose, plans and a prototype solution.

    The goal of SET is to drive the success of city programs by enabling cities to better engage with their citizens. SET enables cities by serving as a bridge between useful information into a useable resource.

    The next phase of development is to move SET into market for early demonstration. These actions will involve different dimensions of the intersection between a smart city and a smart citizen. SET Field Test is one of these actions. This will demonstrate value of SET and give CitizenCity feedback from cities (as users). 

    SET Field Test 

    The CitizenCity team will work with each city for about 6 months in early 2018 to implement SET around a project. This will be a mix of remote desk work and on-site engagements. By implementing SET, cities will adopt a framework to manage citizen engagement needs and resources. Actual tools will also be selected and implemented. 

    We want SET to become an important resource for city municipalities. We will be working with you to understand how a solutions like SET can be better. 

    SET Field Test - engagement overview
    1)    Preliminary information will be collected in advance for preparation.
    2)    A multi-day onsite ‘deep-dive’ into the project and city. A preliminary SET solution will be co-created.
    3)    CitizenCity team will then refine this plan and select engagement tools that fit that specific city and project. 
    4)    The final SET findings will be delivered in another workshop. 
    5)    Ongoing support will ensure engagement tools are successfully impliments.

    The details of CitizenCity engagement with each city can adapt to fit specific needs and budget. 

    Benefit to cities

    Many cities want to do better at citizen engagement. We help give you a better understanding of your social engagement needs and deliver tools to fit your needs. SET Field Test will give cities a boost in citizen engagement capacity. In addition the ability to better manage, track and make improvements.

    The final deliverable will be a framework to manage citizen engagement and a series of engagement tools that are supported with implementation.

    Application and selection

    Official applications will open Dec 1, 2018. Interested cities are encouraged to contact us and specifically before application. A number of cities have already indicated interest and started dialog so please contact us now. 

    The profile of the cities selected will depend greatly on the mix of cities that apply. Our primary objective in the selection is to ensure the most learning happens with the right mix of similar or different cities.

    CitizenCity SET Information Webinars

    The next phase of development is to move SET into market for early demonstration through a series of three calls; SET Field Test, SET Energy Retrofit, SET Participatory Budget. CitizenCity will join with cities to look at different dimensions of the intersection between a smart city and a smart citizen. This early market engagements will run first half of 2018, leading to another series of design workshops. These three calls will help CitizenCity gather learning through experience.

    The actions planned are specifically intended to connect with SCC1, H2020, Light House and broader EU Smart City markets on the work in citizen engagement. Providing early value and testing in the EU Smart City markets and collaborating towards a solution that is scalable and sustainable. To support cities interested in joining one of these CitizenCity SET calls, the following webinar series is being offered.

    20 Informational Webinars 
    John Zib, the lead for CitizenCity, will repeat an informational presentation explaining SET and the expected interaction and deliverables from the three calls. The purpose is to give interested city projects the information needed to make a decision on becoming involved. What is to be expected from the engagement and what will be the benefits. While the primary purpose is for cities interested in field testing, we welcome others just wanting more information. 

    The webinars are offered at different times and weekdays to fit into more individual schedules. We are aiming for small groups to allow for more conversation.

This field testing will contribute to CitizenCity’s understanding of how a city is actually using SET as a solution.     SET Energy Retrofit

    Closed call for Social Engagement use cases in Energy Retrofit (9 selected projects)

    CitizenCity will collect case studies of citizen engagement practices from leading EU energy retrofit projects in partnership with Paul Cartuyvels, chair of Sustainable Districts and Built Environment. The goal is to develop learning on citizen engagement in the energy retrofit into a solution for that silo. Creating common solutions from collective experiences. This has real potential as a resource for this silo and significance as a pilot.

    Open call for Participatory Budgeting (open until further notice)

    CitizenCity will collect case studies of participatory budgeting with the support of the new Participatory Budgeting initiative of the EIP-SCC and Mariangelo Secchi of EMPATIA. This open call will collecting learning from city projects around Europe. The goal is to understand how the context of the project affects the successful implementation of participatory budgeting. This should collect enough learning to help cities select the best citizen engagement approach for their city and situation.

    Purpose into action 

    The goal of SET is to drive the success of city programs by enabling cities to better engage with their citizens. SET enables cities by serving as a bridge between useful information into a useable resource.

    CitizenCity had many interventions around Europe in the last 12 months, including successful design workshops in London and Milan with the support from Sharing Cities. 

    The next phase of development is to move SET into market for early demonstration. These actions will involve different dimensions of the intersection between a smart city and a smart citizen. This early market engagements will run first half of 2018, leading to another series of design workshops. The actions planned are specifically intended to connect with SCC1, H2020, Light House and broader EU Smart City markets on the work in citizen engagement.

    • Launch 3 new calls to engage with SET. Each call represents a different approach of tools are used in real conditions. 
    • A series of informational webinars will be offered in support interest in the calls and collaboration with CitizenCity.

    1 - SET Field Test 
    Open call for City Projects to Field Test SET (5 projects to be selected)

    CitizenCity is introducing the prototype SET solution to cities as a resource for building social engagement capacities that will drive project success. CitizenCity will look for cities in Europe, preferably part of an EC funded project, that would like to field test SET over the first half of 2018. Informational webinars in Nov-Dec 2017 will cover SET and this field testing.

    CitizenCity will engage with your project staff and materials via remote interventions and onsite workshops. The city will receive a co-created framework to manage and guide social engagement. A selection of tools will be chosen and implementation supported.

     This field testing will contribute to CitizenCity’s understanding of how a city is actually using SET as a solution. SET is being designed for cities, so it’s important to get this user feedback early.

    SET Field Test

    • Open call to field test SET, with 5 cities selected.
    • CitizenCity team directly engages over several months to build social engagement capacity and implement SET and select tools. 
    • Scale of project and range of interactions are flexible. 
    • The decision for cities will be made in early Jan. 

    SET Energy Retrofit
    Closed call for Social Engagement use cases in Energy Retrofit (9 selected projects)

    CitizenCity will collect case studies of citizen engagement practices from leading EU energy retrofit projects. This campaign is in partnership with Paul Cartuyvels, chair of Sustainable Districts and Built Environment. 

    This call will collect case study learning from a target list of cities. The goal is to develop learning on citizen engagement in the energy retrofit into a solution for that domain. Creating common solutions from collective experiences. This has real potential as a resource for this domain and significance as a pilot.

Our Ambition

Main Goal: Develop Tools and Platforms to make citizens central in the delivery of smart projects 

Context

CitizenCity represents the advocacy of the citizenry of cities in the process of city making. This includes promoting inclusive understanding of citizens, beyond gender-race-religion to include all users of cities as customers – residents, day workers, resident non-nationals, refugees, tourists, entrepreneurs and businesses. The second element is creating innovative scalable and sustainable platforms that bring these populations into the place-making process. The two primary projects are: 

  • A societal engagement toolkit
  • a digital platform for place based citizen engagement 

CitizenCity Societal Engagement Toolkit (SET) is a tool inspired by the ‘European Manifesto on Citizen Engagement’, which aims at facilitating the implementation of its principles, amongst others to bridge the needs of cities with the supply of available tool resources.

The Digital Place-based Citizen Engagement is an initiative aimed at developing an innovative platform to engage citizen digitally and connect them.

Status and Forward Plans 

Continue through collaborative design workshop the development and refinement of SET into a working beta solution to be tested by cities. The digital place-based citizen engagement will also move from concept to a clear business plan. Our approach is inclusive and open to everyone can contribute with innovative ideas to our plan; thus, webinars and collaborative workshops will be organised throughout the ’17 winter fall and ’18 spring fall.
