7695 - Bari Smart City Strategy
The consortium’s partners are representatives of both urban and rural municipalities, industry, local stakeholders and research world too.
The ICT sector is represented by the lead partner, Innovagritech Srl. Innovagritech is a University spinoff set up in 2012 by the Dep. of Economics of the University of Foggia in order to realize industrial research projects in the areas of ICT and economics. The main objectives of the spinoff are the development of innovative products and services supporting innovative solutions for SMEs and the promotion of businesses and enterprises networks. The expertise needed for the project has been acquired thanks to the participation to several cooperation and development projects including the Integrated Supply Chain Projects of Apulia region.
Bari is the urban smart city directly involved in the project. The participation in the Covenant of Mayors initiative in July 2010 has been the first step for the process “Bari Smart City” aimed to improve citizens’ quality of life and make the city more energysustainable.
Bari Sustainable Energy Action Plan has been approved in 2011.
The others municipalities that composes the consortium are located in the Northern area of Apulia, in the Provinces of Bari, BAT (BarlettaAndriaTrani) and Foggia, thus covering one of the main Italian rural areas (the Table of Apulias, the Ofanto Valley and the Terra di Bari). The municipalities’ partners are representatives of different but strongly linked contexts and they will be clustered in 5 groups on the basis of their inhabitants’ number. The consortium also include 5 Local Action Groups (LAGs) that are expected to represent the local stakeholders interests as well as to assure a widespread communication and dissemination all across the selected area.
The University of Foggia, Department of Economics, completes the consortium as the research institution responsible for the first two project’s actions.

The growing interdependence between urban and rural areas is generally acknowledged. Urban problems are sometimes located in rural areas and vice versa, but also solutions for urban problems can be found in rural areas, and vice versa, too.
The proposed commitment originates from the analysis of the heterogeneous social, cultural and economical contexts prevailing in Apulia Region and on the effects of such heterogeneity for the whole innovation capacity of the area. The analysis reveals a nonnegligible gap between the innovation capabilities of rural and urban areas.
These dynamics are common to most of European rural areas surrounding major cities and this will assure the replicability of the project.
Bari is the capital city of the Region. During last years, the city experimented an extraordinary development. On the other side, the rural areas surrounding the city are still characterised by a scarce capability to innovate. This gap risks to jeopardize the regional imbalances, thereby transforming the interdependences between rural and urban areas from potential opportunities to risk factors to sustainable development.
It is thereby capital that all municipalities, included those of rural areas, will be involved in the process of smarting European cities. The goal of this commitment is to build an EIP for bridging urban and rural areas, qualifying existing linkages between urban and rural areas for sustainable development and economic growth, through the use of ICT tools.
Actions that composes the project are described as follows:
1.Mapping of current practices. This phase will focus on a territorial analysis aimed to track the different innovation forms and to develop a set of indicators to evaluate the innovation capabilities for the case studies.
2.Building innovation clusters and GIS mapping. The analysed territories will be clustered on the basis of their innovation capabilities, thus conceptualizing different models for fostering innovation. This phase will lead to the realization of thematic and sectorial databases on innovation deliverables and the related intellectual property and to a territorial mapping through the GIS technology.
3.Realizing the urbanrural platform – open to citizens, NGOs, businesses, research institutes and government agencies. The platform will allow the exchange of data, information, experiences, knowledge and knowhow between urban and rural areas.
4.Communication and Dissemination: in order to ensure a large diffusion for the ruralurban platform and ensure its efficacy.
5.Sharing of Best Practices. Best practices of setting the platform up and successful initiatives, stemming from enhancing interaction between very different areas and stakeholders through the Platform, will exchange between cities and surrounding areas.
The Commitment is expected to contribute to the OIP potential actions n: 4.2.3 ; 4.2.1; 3.2.2; 8.2.1; 8.2.2; 8.2.4; 11.2.2.
Living Lab concept: realization of new forms of cocreation, entrepreneurship and citizens involvement. This includes an open space for regular feedback, discussion and cooperation covering more topics related to social innovation and focused on the ICT, energy and transport sectors. Using the Living Lab concept, all data will be in a format that complies with open standard through an open, transparent and participatory process that will enable multidisciplinary and multistakeholders cooperation.
The platform will allow the exchange of data, information, experiences, knowledge and knowhow between urban and rural areas.
A set of indicators to model the different forms of innovation will be build based on existing indicators and data, thus avoiding duplication and competition and enhancing mutual understanding and cooperation.
Inclusiveness and Partnership
All actors involved in the project, but also individuals, will be able to share innovation through the platform, particularly concerning energy and transport innovation. This will allow the transferring of best practices among pioneering actors and the other ones, thus activating a virtual circle for innovation transfer and exchange.
The proposed commitment will therefore actively involve all the actors along the innovation chain: starting from the Universities, where innovations are processed, passing by the spinoff that moves and circulates them within the municipalities, up to the LAGs (that are Platform members) who are committed to horizontal dissemination for other stakeholders and actors.
It is crucial to identify poles of excellence in the energy and transport field as well as the pioneering companies in these sectors. The proposed model is replicable across European territories characterised by similar urbanrural dynamics than those of the proposed commitment’s partners.
