Our Roadmap
Supporting the Initiatives of our Action Clusters to deliver business cases and scale up projects.
The EIP-SCC Roadmap “Supporting Action Clusters' Initiatives to deliver business cases and scale them up" was published in 2017 and identified the key targets in terms of collaboration among cities, industries and financiers as well as other key stakeholders.
It details the roll-out actions to be undertaken to achieve its goals. The goal is to make the Marketplace a meeting platform between demand for innovative solutions by cities, supply from investors and technology providers and financiers.

The Marketplace plays the role of a network of networks, reinforces key stakeholders' engagement and is a place where feasible business cases can be tested. Bottom-up efforts are ongoing in the direction of knowledge sharing and replication of success stories.

The Roadmap included key actions to assist the realisation of projects to help support an investment model in 2018 and 2019 through the bottom-up involvement of the Initiatives within the three vertical Action Clusters: Sustainable Urban Mobility, Sustainable Districts and Built Environment and Integrated Infrastructures and Processes.
It also takes into account the enabling roles of collaborative actions such as new business models, finance and procurement arrangements, new strategies and tools to increase smart citizen participation and engagement, new strategies and tools for integrated planning and policy and regulations.
During the course of the project, in 2018 the EIP-SCC launched the Matchmaking service and platform as a result of supporting an investment programme into European Smart Cities.
- The Roadmap evolved into a paper titled “Towards a Joint Investment Programme for European Smart Cities”, that provides the market context for the Marketplace, and proposes 21 Action Lines to help move the market forward. A summary article is available here.
- The Matchmaking platform resulted in the engagement of 11 financiers and the profiling of 199 city-innovation projects to facilitate investment discussions of over €700m. The platform is currently closed for new applications (and will be opened as soon as the transition to a new contractor is completed). A full presentation is available here.
