Today 16 organisations collaborating in the ISA Working Group demonstrate support to the speedup of the rollout of Intelligent Speed Assistance (ISA) by signing a Manifesto at the annual Polis Conference in Manchester. During a short ceremony, the Manifesto was signed by secretary-general Karen Vancluysen from Polis and offered to deputy director general Matthew Baldwin of DG MOVE of the European Commission.
Speeding is a major cause of road accidents. Enforcement of speed limits, however, is cost and labour
intensive. New technology already makes it possible to give pointed advice to individual drivers and to
actively intervene in the speed of motorised vehicles. This is called Intelligent Speed Assistance (ISA). ISA uses communication between the vehicle and its environment. The EC decided to revise the General Safety Regulation and one of the proposals is to introduce ISA in all new vehicles from 2020. However, it
will take a long time before all vehicles are equipped with ISA. The ISA Working Group supports the proposal of the EC and will initiate additional actions such as increase the use of existing systems by creating awareness with users, organise a campaign to persuade authorities and fleet owners to require ISA systems when procuring new vehicles and increase the penetration of vehicles with ISA by stimulating the introduction of after-market ISA systems in existing
vehicles. The 16 organisations are committed to supporting the objectives of the ISA Working Group by developing and delivering the actions outlined in the Manifesto. The ISA Working Group is part of the New Mobility Services initiative of the European Innovation Partnership on Smart Cities and Communities. European organisations, companies and authorities with ambitions on ISA are invited to join the ISA Working Group, sign the Manifesto and contribute to its goals.
