Judith works as business consultant for TNO Urbanisation, Program Smart Cities. Her expertise is in the field of spatial planning and design, urban scenarios, geo-ICT, quantitative analysis of sustainability aspects of urban changes, energy savings in the built environment and closing of resource cycles. Judith studied Human Geography at the Radboud University in Nijmegen and started to work as a GIS consultant and software developer for ESRI Netherlands in 1990. From 1992, she worked at Utrecht University and researched the potential of geo-data and GIS software for urban management and planning .Subsequently, she worked from 1997 at the National Institute for Public Health and the Environment/Netherlands Environmental Assessment Agency (RIVM, later MNP and PBL) as head of the section Information Infrastructure in the Soil and Groundwater Laboratory and project manager Land Use Modelling for Policy Assessment Studies. At TNO she worked on scenarios and a policy framework for sustainable cities, where windows of opportunity for urban investments frame the need for information and tools facilitating decision-making on urban sustainability. Besides, she worked on spatial analyses and tool development at local and regional level, such as a benchmark for the Province of Utrecht comparing regional qualities as knowledge and culture, accessibility, and urban and rural attractivity, or a digital map of opportunities for sustainability along the A1-highway for the Province of Overijssel. Together with Cadastre International, she advised the Republic Agency of Spatial Planning in Serbia on setting up a monitoring system for the new National Spatial Plan. In addition she developed a sustainability profile of inner city densification in Rotterdam with architects and municipality, this was part of the contribution of the City of Rotterdam to the International Architecture Biennale 2012. Lastly, she worked on European proposals in H2020, ERDF etc. Judith was member of the Dutch Sounding Board for JPI Urban Europe and represented TNO in the steering group EERA JP Smart Cities. Currently she works for the Norwegian University of Science and Technology in Trondheim as Head of the Department of Urban Design and Planning. She is initiative leader in the Action Cluster Integrated Planning and participates in Urban Europe Research Alliance.
